For a major Connecticut-based insurance company Bill Clarke helped develop the business and functional requirements for an extranet enterprise portal for their various product groups. This included: running requirements sessions with their product managers; developing a click-though mockup of the new portal; and producing the external and functional specification. Bill Clarke also served as project manager.


E-Government

Bill Clarke worked as part of a team with the Commonwealth of Massachusetts on the business and functional requirements for the new Massachusetts State portal (www.mass.gov). This is a $90 million multi-year project to put Massachusetts at the forefront of e-Government. Bill Clarke developed a methodology used to develop the business and functional requirements for 4 classes of users. The methodology was designed specifically to enable the client to conduct requirements workshops in the future

Developed system assessment and master plan for fully automating an environmental compliance program for the Massachusetts Department of Environmental Protection (MADEP). Completed an analysis of the business processes, designed complete automation system, recommended technology, cost analysis, and project plan. System includes document management, automated data entry, rules-based workflow, and Web forms.

Membership Organization

American Chemical Society (ACS) is the largest professional society in the world with over 250,000 members. Bill Clarke developed the business requirements and completed a lengthy technical evaluation of over 20 enterprise portal frameworks including Plumtree, Epicentric, SilverStream and others. Bill Clarke used a selection and evaluation methodology developed for ACS. During the implementation phases Bill Clarke developed the functional requirements for the portal and the external specifications. Bill Clarke worked with three development groups in Pennsylvania, New Jersey and Massachusetts to ensure a common vision and consistent functionality for the portal. Bill Clarke also developed the initial project task plan. The site went live as www.chemistry.org.

Software Vendor

  Developed complete requirements for an automobile underwriting application for Pegasystems to show off the features of their rules-based BPM product. Specification included an underwriter workbench with rules for STP and workflow.
