  About Us

 Bill Clarke Consulting is located in Marblehead Massachusetts, a historic sea coast town north of Boston. My name is Bill Clarke and I am the  principle consultant. 

As a Senior SOA Strategist I am responsible for analyzing, designing, and implementing a client’s governance and technical strategy for Service Oriented Architecture (SOA).  I work with CIOs, vice presidents and stakeholders to develop an IT strategy and SOA plan and roadmap. I have over fifteen years experience developing and executing IT and software product strategies.

I bring in partners on an as needed basis for specific expertise and talent. All partners are senior enterprise architects, technologists and IT strategists that can work with both business and IT stakeholder across your enterprise to develop and execute your SOA strategy.

Background and Clients

Prior to Bill Clarke Consulting I was a senior SOA strategist at AgilePath Corporation. AgilePath is an industry-leading service-oriented architecture (SOA) consulting firm.  Its patent-pending SOA Playbook™ Family of Methodologies accelerates results for Fortune 1,000 Commercial clients and Federal Government departments and agencies. While at AgilePath I led long term SOA strategy and governance projects at:

Partners Healthcare a teaching affiliate of Harvard Medical School is a network of 29 hospitals and health care facilities in Massachusetts that includes some of the leading healthcare and research institutions in the country. This project developed a governance model and road map for a federated SOA model

US TRANSCOM a command for the Department of Defense responsible for all major transportation and logistics across all military services. This project developed an SOA governance model that could support the DoD Netcentric model.

Federal Aviation Administration/Aviation Safety Organization (AVS). Lead SOA Strategist. Phase One: Developed an SOA governance model and roadmap. Used an SOA maturity model that would enable AVS to evolve its SOA initiative – from initial services, to architected services, to business services, to measured business services and finally to optimized business services. Phase Two: Led a team that evaluated and recommended SOA components (repository, registry, and service manager) for the AVS SOA infrastructure. 

Federal Aviation Administration/Air Traffic Organization (ATO).  Lead SOA Strategist. Developed a governance model and governance road map for the SOA initiative of the National Aerospace System (NAS). This initiative called System Wide Information Management System (SWIM) implements SOA services in the NAS.

Instructor for 3 day public seminars on SOA.  I developed and currently present a three day public seminar on SOA. The seminar introduces senior managers and architects to SOA . The seminar also instructs senior managers on SOA governance and best practices for managing  SOA initiatives.
